Understanding the Visa Bulletin

The Visa Bulletin is a monthly publication by the U.S. Department of State that controls when certain immigrants can apply for a green card. Not all family categories are subject to the Visa Bulletin — but many are.

Who Needs to Follow the Visa Bulletin

Immediate Relatives — No Visa Bulletin Needed

Spouses, parents, and unmarried children under 21 of U.S. citizens are immediate relatives. There is no annual numerical cap, so they do not need to wait for a visa number to become current.


Preference Categories — Visa Bulletin Controls Timing

  • F1 — Adult unmarried children of U.S. citizens
  • F2A — Spouses and minor children of permanent residents
  • F2B — Adult unmarried children of permanent residents
  • F3 — Married children of U.S. citizens
  • F4 — Siblings of U.S. citizens

Key Terms

  • Priority Date:The date USCIS received your I-130 petition. This is your place in line.
  • Final Action Date:The cutoff date published in the Visa Bulletin each month. If your priority date is earlier than the Final Action Date, you can proceed with your green card application.
  • Dates for Filing: In some months, USCIS allows applicants to file the I-485 before the Final Action Date is current. This allows you to get your work permit and travel permit sooner.
