The Visa Bulletin is a monthly publication by the U.S. Department of State that controls when certain immigrants can apply for a green card. Not all family categories are subject to the Visa Bulletin — but many are.

Who Needs to Follow the Visa Bulletin

Immediate Relatives — No Visa Bulletin Needed

Spouses, parents, and unmarried children under 21 of U.S. citizens are immediate relatives. There is no annual numerical cap, so they do not need to wait for a visa number to become current.

Preference Categories — Visa Bulletin Controls Timing

F1 — Adult unmarried children of U.S. citizens
F2A — Spouses and minor children of permanent residents
F2B — Adult unmarried children of permanent residents
F3 — Married children of U.S. citizens
F4 — Siblings of U.S. citizens

Key Terms

Priority Date:The date USCIS received your I-130 petition. This is your place in line.
Final Action Date:The cutoff date published in the Visa Bulletin each month. If your priority date is earlier than the Final Action Date, you can proceed with your green card application.
Dates for Filing: In some months, USCIS allows applicants to file the I-485 before the Final Action Date is current. This allows you to get your work permit and travel permit sooner.
